I am a Malaysian planning to visit Zhuhai via Macau. Can I apply VOA at Gongbei?

If possible, I think you'd better apply one from Chinese embassy in your country. Yes, you can apply from the border but there is no guarantee that you will be granted. If you are refused, your itinerary might be affected.0
