I heard that we can bring 16inch baggage as our hand baggage is it true?

Edward, you need to contact your airline to confirm this. Different airlines have different rules. Some airlines just allow the passengers to bring one piece of carry-on luggage which shouldn't exceed their weight limit. However, some others allows others to bring 2 or 3 pieces as longs as their total weight is under the limit.
