I am not a resident of Algeria, is there any way I can get a tourist visa in Algeria to go to Beijing Instead of having to fly back?

I have all necessary documents accept permanent residence status in Algeria. From what I read online from various websites its up to the embassy in the country to decide if this is possible. I was just hoping Algeria is one of those cases. Thank you.
