U.S. citizen traveling in Germany needs to obtain visa for China

Hello. My husband and I live and work in China. I am traveling to Germany with him in a few weeks for him to have back surgery near Dusseldorf. After he recovers, he will travel back to the U.S. and I need to return to China but my entries have run out so I need a new one. Can you tell me how to obtain a one-month tourist L? Can I mail the forms to one of the consulates and how long will that take?
