I have a friend who wants to fly to Xiamen and meet with me for 3 days only. We will be mostly at a hotel downtown. Does he need one to enter the country?

Yes, your friend needs to apply for a tourist L for this visit. If he will stay in hotel, hotel booking and round-trip ticket are required.
