Do I need any Tibet travel permits if I hold a HK SAR passport issued in an oversea country?

Hi, I am hoping to travel to Tibet later this year from an oversea country where I work and is it possible to enter Tibet via Lhasa using my HK SAR passport issued from this oversea country? Will I require any travel permits to travel within that place? Will there be any issues if I do not have the Home Return Certificate? Many thanks!

As I know, the travel permit is not needed, so you can enter that place without a travel permit.

It does not matter that you do not have a Home Return Certificate.

Confirmed from Customer Services with Air China, they advised HK residences MUST have both their passports and home return permits to enter Lhasa or Tibet. This is so confusing and I guess I cannot take my chances to travel just with my HKSAR passport. What they said is because the passport does not grant entry to China.
