About:72-Hour Visa-Free Transit

Flying Shanghai-Tokyo, then 3 weeks later Tokyo-Shanghai-Mexico, is it possible with this visa-free?

Or should apply for transit G in Japan.

Yes, you can use free transit in Shanghai if the stopover is less than 72 hours.
