About:24-Hour Visa-Free Transit

USA-TOKYO-SHANGHAI-TOKYO-USA

Hello,
I'll be in tokyo for 10 days in march and was thinking of spending a day in shanghai, was wondering if this would be possible under the 24 visa exempt rule?

My itinerary is USA-TOKYO-SHANGHAI(under 24 hrs)-TOKYO-USA

No, unfortunately, this is not eligible for any visa free transit scheme because your intended itinerary is a round trip and not a transit. In order to be eligible for 24 or 240 hour visa free transit the essential requirement is that the immediate points before and after mainland China are located in two different countries or eligible territories (eligible territories are Hong Kong, Taiwan and Macau). In other words you can create an eligible itinerary by introducing a third country or eligible territory into your itinerary, for example:

Tokyo - Taipei (Taiwan) - Shanghai - Tokyo
Tokyo - Shanghai - Seoul (South Korea) - Tokyo

You can create many other itineraries that would be eligible for 24 or 240 hour visa free transit, but again, the immediate points before and after mainland China have to be in two different countries or eligible territories. Hope this helps.
