American travel with Chinese friend to enter Tibet

My Chinese friend in Hong Kong invited me to travel with him to TIbet this summer. I'm an American, and is living in California. Is it possible for me to obtain a permit thru a Chinese agency, then travel just with my friend in Tibet?
