About:FAQ of Chinese Visa Application

Can I fly directly to Tibet or do I need to fly through a Mainland China city?

My intended place of visit it Tibet. I'm traveling in October of this year in a month. Can I get a Visa to travel to Tibet directly, or do I need to enter via Beijing or Xi'an? Also, can I fly out of Tibet to another country or do I need to stop at another city inside China? I'm an American flying in from Japan.

Usually, you should first apply for a tourist L type for PRC and after you enter PRC, you need to find a travel agency and get a Tibet Travel Permit for you. In this case, I’m afraid you need to enter Beijing or Xian first.
After visiting Tibet, you can fly out of Tibet to another country and no need to stop in Beijing or Xian.
