Hong Kong ID card and how to enter Tibet?

Hi, I will be in Chengdu in July and plan to visit Tibet with a friend. My friend is a Chinese National so should not require a Tibet permit. I have a Hong kong ID card but not the Hong Kong SAR passport, do I need a permit?
