Age restrictions for Z visa

I have an university degree and also 2 years of working experience, but I am only 21 years old. Since I am currently seeking a job in Shanghai, will there be any problem with applying for a Z since I am under the age restriction? Above you wrote "there is some flexibility in these requirements so if you can find a willing employer they still have a chance of obtaining approvals". Does the age restriction also count as a possible flexibility? Thanks for answer!
