About:Chinese Consulate in San Francisco

I live in North Carolina. Do I must apply for visa at Washington DC or can I apply in San Francisco?

Yes, you must apply from Embassy of PRC in Washington DC. But you can entrust someone else or a travel agency to handle your application if you do not want to visit the embassy in person.
