You can apply for the Q1 type for your mother. The invitation letter should be sent by your wife. It should include:
1. Your mother's name, sex (female) and date of birth
2. Purpose of visiting PRC, intended date of arrival, intended place to live, intended duration of stay, relationship with your wife and financial sources (who burdens all her expenses in PRC)
3. Your wife's name, phone number, address and signature.

Besides, a copy of your wife's ID card and original kinship certificate and its copy are required too. I am afraid that you can't provide the kinship certificate, you can provide a notarized document that proves the relationship between your mother and your wife.
