24hr transit in pudong airport shanghai

Hello,
1. I'm Vietnamese and will have a 24hr flight transit to Paris. Since i want to have a good sleep at a hotel and taste some local Chinese dishes around downtown, do i need to get a visa to get out of the airport? If i must, do i have to get the permitted visa before hand or can i get it at the immigration spot?
2. In case i can leave the airport, what about my luggages? Can i leave them at the luggage center?
