About:Chinese Consulate in Chicago

I don't understand what you mean by invitation letter for application.

I will be flying out to Hong Kong in May on vacation to visit my cousin. He is currently out of the country. Do I need to wait until he is back in Hong Kong to get an invitation letter or will his name, address, phone, etc. be enough information for the Visa application. Thank you for your help and for your prompt response.

If you just go to HK, you won't be required for visa. Instead, you can stay for 90 days if you hold valid US passport.
