Indian Citizen Visa Restriction Inquiry

I am an Indian citizen working in Hangzhou, China. I have been here 2 years. My visa will expire in April and my general manager told me that the city of Hangzhou is restricting visa renewal for certain countries, such as Philippines, India and other developing countries. I will find out more when I talk to my Human Resource manager, but I would like to know if anyone has heard of such restrictions or new rules about this situation? I look forward to hearing back at your earliest convenience.

Yes, I heard of this before, but no link for reference. You can personally visit Hangzhou PSB for extension, or at least get the first-hand information.
