I connect in Shanghai from LH Munich flight to Qantas flight to Sydney. Do I need transit visa?

I travel on Standby ticket and probably cannot check in my luggage in Munich directly to SYDNEY. I need to pass pasport control to collect my bag and recheck it for Sydney flight. Can I get it at the Shanghai Airport?
