May I know which city will he transit between flights? if in Shanghai, visa is not required and he is allowed to go out to see the city. But if he will transit in any other city, and he will stay longer than 24 hours and plan to go out of the airport, he needs to apply for a transit visa in advance. Visa fee is AUD 98.5 if applying through CVASC under regular processing. The other option for him is to apply for a 24-hour Stay Permit at the airport. This permis is free.
