Hello. I am a Russian citizen, flying in transit from Thailand to Beijing, then on domestic flights to the city of Hailar, and finally to Russia. How long am I entitled to visa-free transit?

Your maximum length of stay in China, counting from your scheduled arrival in Beijing until your scheduled departure from Hailar is exactly 24 hours. You cannot stay within mainland China not even a single minute more than 24 hours. The reason for this limit is the fact that Hailar airport is outside the area allowed to visit/stay/explore under 240 hour visa free transit. Those areas, like Hailar is, permit only those travels that are covered under 240 hour visa free transit. So, you should carefully check that your total transit time, I repeat, from your scheduled arrival in Beijing until your scheduled departure from Hailar is not longer than 24 hours even for a single minute. If your total transit time is shorter than 24 hours, you will be covered by 24 hour visa free transit and you do not need any kind of visa, but if your total transit time exceeds 24 hours, you will have to obtain a Chinese visa in advance.
