transit visa for russians

I am russian passport holder and have a layover of about 12 hours in Shanghai between the flights, both are operated by china eastern. Is it possible to get a transit visa "on arrival" to be able to leave the airport, if I have already checked in to the next flight?

Sorry, if you want to leave the airport, you need to prepare a transit visa in advance.
