Anyboby can answer question from Sally ? Coz I have similar case

I was told that I have to pass through the immigration and custom clearance at T1 and claim my luggage, walk to T2 to recheck-in again. Hi, no need to pass the immigration. That will be more simple if the connecting flights are of the same airlines. You you do not need a transit visa if you stay in the airport within 24 hours.

Why don't need to pass the immigration? They are 2 different airlines in different terminal. My airlines will not check through my luggage to the connecting flight. I was told to pass through immigration, collect my luggage and then walk to T2 to check in again. I know no visa is required if stay in airport for up to 24 hrs. Does this mean the immigration will let me pass through?
