Stafanie, you should be aware that German citizens are not a subject of 24 or any other visa free transit scheme because they can enter and stay in China for up to 30 days visa free. Similar as if they were traveling to UK. However, since your husband and daughter travel on temporary passports, I strongly recommend that they do not attempt to exit the transit zone. I know that 7 hours is a long time to wait at the airport, but I seriously doubt that they would be allowed to exit the airport on just temporary passports. So, they are free to enjoy normal travel via Shanghai, but should not exit the airport. So, upon landing in Shanghai, they will just walk from one to the other gate and they will not be a subject of immigration or customs inspections. They will just encounter a security check (metal detector and usual stuff) and they do not have to perform any formality nor to fill out any forms. Basically they will not be formally entering China at all. This is probably not the answer you were looking for, but at least they can reach their final destination - Vietnam by traveling via Shanghai. I hope you have investigated if they can enter Vietnam normally with such passports. Just to conclude, they can proceed with their travel plans, but their layover in Shanghai will have to be spent in the transit zone.
