About:China Customs Declaration

I would like to bring a few lbs. of loose pipe tobacco to my Uncle when I visit Beijing next week. Do I need to declare it? How much can I bring? Thank you.

I have found on the passages above that:
up to 400 cigarettes or 100 cigars and up to 1.5 liters of alcoholic beverages (alcohol measure above 12 degrees) are duty-free either entering or exiting. More than the limited amount needs to be declared and a certain mount of duty needs to be paid.

Thank you for your reply Ms. Lily, but I am not bringing in cigarettes or cigars. This is loose tobacco leaves in a plastic bag. 4 lbs. of it. I don't smoke so I don't know if that is equal to the cigarettes/cigars. Also, it's not for personal use, it's a gift for my Uncle.
