Is route considered valid for 240 hour visa free

Flying from USA to Japan; Japan to Beijing; Beijing to Xian; Xian to Shanghai; Shanghai to Japan; Japan to USA. Does that quality for 240 visa free

That wouldn't be valid, no. You have exit China to a different country than the one you entered from.
You're entering China from Japan, Japan can't also be your first stop when exiting China.
