About:Chinese Embassy in Canada

Can someone please help. My wife is from China and I am Canadian. My wife's mother came from China to visit and stay with us for 3 months on a visitor visa. My wife also has a cousin in the U.S. who is originally from China but is now a US citizen. After my wife's mother arrived in Canada my wife's cousin decided to change to her wedding date and it was now during the duration of my wife's mothers stay. We applied for a US visitor visa for my wife's mother so she could attend the wedding, but it was denied, the only reason given was that she should have applied for the visa while in China. Is there no exception for this? Since the original wedding date was not during her stay, my wife's mother never considered to visit the US until after she was in Canada. Is there no exception for extenuating circumstances like this. Can we make an appeal of some sort. Just wondering if there are any options available at all.
