I hate to be the bearer of bad news, but as ridiculous as it is, if you really need the police certificate you will almost certainly have to go to Chongqing yourself. My wife is Filipina and worked in China previously (I assume you are getting the police clearance because you previously worked in Chongqing). We pursued this same question for hours and days and in the end my wife had to personally go back to the chinese city where she worked and apply in person. She had to go to the specific Public Security Bureau (Police Station) which is in charge of the area in which she previously lived. Unfortunately, China also has no national database for this, only local. Also, as with most things in China, there is a wide range as to how much the local officials follow the national laws. My wife returned to two different cities in China where she worked previously. In one city she simply showed them her passport and had the police certificate after a couple hours. In the other city, they simply refused her (despite having all the needed documents) and even when a Chinese person from the local notary office came to my wife's aid pleading her case they still refused. Unfortunately they have ultimate power on whether or not to issue it. Another possibility is hiring a Chinese lawyer to work on your behalf. We almost went this route, but we were quoted prices around 1500 USD and my wife would STILL have to appear in person. In the end, you have to ask yourself how important is the police certificate and what will happen if I don't get it. If you need it bad enough, you probably would have to physically return to Chongqing. My wife and I got 1 out of 2. We used this for her fiancee visa to the US. In the end the 1 police certificate served the purpose. It is all so completely ridiculous and I can feel your frustration.
