Phan, it is important to understand that among three places you have mentioned: Shenzhen Bao'an International Airport, Fuyong Ferry Terminal and Shekou Port, the only place that issues visas on arrival is Shekou Port. Shenzhen Bao'an International Airport and Fuyong Ferry Terminal do not have visa offices and consequently they are the places where you cannot obtain a visa on arrival. The only place where you can obtain a visa on arrival is Shekou Port!
The opening hours of Shekou Port are: 7:00 - 22:30 and the application deadline is 22:00!
Here one word of warning. Vietnamese citizens are formally and technically eligible for Shenzhen 5 day VOA, but their success rate is hit and miss and there is a real possibility of rejection. Here I have to say that by arriving at Shekou port the chances are the best among all the places that offer s Shenzhen 5 day VOA. So, if you decide to proceed with your travel plans, you should definitely go by ferry to Shekou port and apply for a VOA at their visa office.
Usually it is advised for the Vietnamese citizens to apply for a Chinese visa in advance. Now, it will be up to you to decide and if you decide to go for a Shenzhen 5 day VOA, you should definitely go to Shekou port by ferry from Hong Kong airport, using their Skypier where you bypass Hong Kong immigration.
