Henry, you are absolutely correct in your assumption. If you enter on December 20 you can stay up to December 30 until 23:59. In other words, your scheduled departure time from Chongqing to Jakarta has to be the latest on 23:59. The day of arrival in China is counted as day 0 and not day 1. Your first day will be December 21. You should just take care that your flight from Chongqing does not have any additional landing within mainland China because it is a departure from the final airport in China that counts. So, if your flight from Chongqing departs at 23:59 and goes nonstop to Jakarta, this is fine, but if it stops in, for example, Shenzhen, then it is not acceptable because a final departure from mainland China would occur on December 31. If your flight from Chongqing does not have any additional landing within mainland China, your itinerary is perfect and eligible for 240 hour visa free transit. Have a nice visit to China.
