Do they start counting the days from the day of application or the day after ?

The validity period of the visa is calculated from the date of issuance of the visa.

I'm afraid no. Usually, Z visa needs to be applied in one's home country. If you are in China now, you may try to change the visa type in local Entry and Exit Administration Office.
