Yes, it definitely is. Of course this is OK, but under the condition that you arrive by ferry from Macau to Shekou port in Shenzhen because Shekou port has visa office where you can apply and obtain Shenzhen VOA. This is valid for UK citizens and Irish citizen(s) can travel absolutely visa free and they can choose any other route or port to reach Shenzhen from Macau if they want. In other words, UK citizens will apply and obtain a Shenzhen VOA, but Irish citizens will not do that because they can travel to mainland China (Shenzhen included) as if they travel to, for example, Turkey. There is another option for UK citizens and that is 240 hour visa free transit, especially if you plan to travel from mainland China (Shenzhen) to a third country or eligible territory, for example to Hong Kong. In this case you do not need a Shenzhen VOA, but you will rely on 240 hour visa free transit. This option allows you to travel in different mainland Chinese places/areas and not just Shenzhen. Of course, a condition for that is a third country or territory (Hong Kong maybe), stay longer than 24 hours and a ticket bought in advance (before departure from Macau) to Hong Kong by train to Hong Kong West Kowloon station or by ferry from Shekou to Hong Kong. Again, Irish citizens are free from 240 hour visa free requirements. They can travel as they wish, more or less. So, now you know your options and you will choose the most suitable option for your needs.
