Yes, 24 hour visa free transit definitely applies to Bolivian citizens. It applies practically to the citizens of all world countries just to be precise. Your entire itinerary is perfectly eligible for 24 hour visa free transit and you do not need any kind of visa. During your first layover in Shanghai you will just walk from one to the other gate and you will not perform any formality.
