Adam, Shenzhen Bao’an Airport hardly issues the VOA, so I’m afraid you need to get a visa in advance. Or you can travel along an eligible route for 240h visa free transit, for example, Manila – Shenzhen – HK, to enter Shenzhen without a visa. But in that case, you need to have the ticket from Shenzhen to HK in hand even before you depart from Manila.
