You were told a correct information. It is true that you cannot walk or take a train, bus or car to exit Hong Kong toward mainland China under 240 hour visa free transit. However, it is not true that the plane is the only option. Your best alternative is to take a direct ferry from Hong Kong to Shekou in Shenzhen. The line is operated by Chu Kong passenger transport company and it has four daily departures from Hong Kong (Macau ferry terminal) to Shekou in Shenzhen. It is important that you have a confirmed ticket to Taiwan because you will be asked to present it in both Hong Kong (at the time of your departure toward Shekou - Shenzhen) and at the moment of your arrival in Shenzhen. The alternative to this option is to arrive at Lo Wu (Luohu) border crossing by MTR or by taking a bus via Huanggang border crossing where you can apply for a 5 day Shenzhen visa on arrival. The visa cost is 130 CNY. So, if you plan to stay in Shenzhen only, maybe a Shenzhen 5 day VOA would be a better solution. You are allowed to fly from Shenzhen to Taiwan under this VOA, but your flight has to be a nonstop one and it is not allowed to have any stop anywhere in mainland China. If you continue with 240 hour visa free transit, you can explore the area outside of Shenzhen and your flight to Taiwan can depart from Shanghai if you want.
