UK transitting Beijing for 20h wanting to leave airport

I have booked to fly from London-Beijing-Auckland with a 20 hour layover in Beijing. We want to be able to leave the airport during this time to sight see. My partner has a British passport, I see that the standard 24h or under transit means he can't leave the airport, but is it true that permission to leave the airport for this purpose and time limit can be applied for at the airport? I see it under 24-hour visa-free entry permit, but unsure if this is legit or how it works exactly? I have a New Zealand passport so think I am eligble regardless for visa-free entry for this period. Thanks!!!

Yes, your partner can get the 24h temporary entry permit easily at the immigration counter with passport and next flight ticket.
