RD, Shenzhen 5 days visa on arrival is limited to Shenzhen city limits and it was never valid for anything beside those limits. The same situation is valid for the time being as well. However, I have one suggestion for you how to visit Guangzhou, Shenzhen and some other places visa free. This is called 240 hour visa free transit. So, if you want, you can take the ferry from Hong Kong to Shekou (in Shenzhen) or to Nansha (in Guangzhou). There are the only two non flight related options valid for entry into mainland China from Hong Kong under 240 hour visa free transit. Before taking one of those two ferries you will have to buy a ferry ticket from Shekou (in Shenzhen) to Macau and have it at hand. You will be asked for this ticket in both Hong Kong and upon arrival in Shekou or in Nansha (whichever you choose). Also, you will decide how much time you need for your visit to mainland China in order to really use that ticket from Shekou to Macau. When your visit to the areas of mainland China are over, you will take that ferry from Shekou to Macau. As you can see, this is a real transit because you will have three entities within your travel itinerary: Hong Kong, mainland China and Macau. When you arrive in Macau, you can just proceed back to Hong Kong. I hope that this solution will be a solution for your planned visit. Have a nice visit to China.
