Indian citizens are technically and formally eligible for 5 days Shenzhen visa on arrival, but in reality they face high degree of possible rejection. In other words, I would suggest you to postpone your planned visit to Shenzhen or to obtain a Chinese tourist visa in advance.

Also, it is not possible to use 24 hour visa free transit for a visit to Shenzhen from Hong Kong. 24 hour visa free transit requires a third country or eligible territory within an itinerary or in other words, you cannot travel Hong Kong - Shenzhen - Hong Kong based on any visa free transit scheme, 24 hour visa free transit included.

Hopefully, there are signs that Indian citizens will be more readily accepted in the near future, but at the time being it would be a shame to waste your time for a negative outcome.
