The citizens of Kyrgyzstan are technically and formally eligible for 5 day Shenzhen VOA, but since we lack relevant and reliable feedback on the subject (the success of the citizens of Kyrgyzstan on obtaining a Shenzhen VOA), I would be quite cautious because a rejection is quite a possible outcome. My recommendation for you would be to postpone your visit to Shenzhen or to obtain a Chinese visa in advance in CVASC (Chinese Visa Application Service Center) in Hong Kong. I would not suggest you to risk a rejection when you apply for a VOA at the border crossing. I hope this helps.0
