About:24-Hour Visa-Free Transit

Making two stops in China in two different regions

I will be flying from ICN (south korea) arriving in HGH at 1:30pm
then have a flight from HGH to CAN (both within China but different regions) at 4:50pm arriving at 7:20pm
then have a flight from CAN to BKK (thailand) at 9:40pm

I would need to clear customs to board these various flights. I hold a US passport.
Would this be possible with the 24 hour transit (I read somewhere that you can't exit the airport or pass through customs under the 24 hour rule)
