About:240-Hour Visa-Free Transit

Are regional flights in China allowed using a 240-hr transit visa

If flown into Beijing and need to travel to Hangzhou can you fly or do you need to travel by train?

When traveling on 240 hour visa free transit you are free to use all available means of transport, domestic/regional flights within China included. There are no obstacles in taking flights and, indeed, domestic/regional flights like Beijing to Hangzhou are in most cases the best way to travel. One more detail. I strongly encourage you to use correct terminology because it is 240 hour visa free transit and not 240 hr transit visa. Simply speaking, there is no visa of any kind at all. I hope this helps.
