China visa in Tokyo

I will be visiting Tokyo soon, and the plan is to travel to China afterwards. Can I apply for a Chinese visa while I am in Tokyo as a tourist from Denmark?

The thing is the 144-hour visa-free policy only allows you to stay in one transit area. To travel around in China, you need to apply for a visa in advance.
