About:Visa on Arrival

24 hour transit visa-free at Luohu or West Kowloon

Does China issue 24 hour transit visa-free at Luohu or West Kowloon Station and I exit from Shenzhen Bao'an Airport on an international flight? Also, is the 5-day VOA allows us to exit Shenzhen on an international flight out of Bao'an Airport or West Kowloon?

Gaudi, you should not count on using 24 hour visa free transit for your transfer from Shenzhen airport to Hong Kong. This is reserved for those flying on 144 hour visa free transit, so you could be easily rejected to board the plane bound for Shenzhen in the first place. Even if you reach Shenzhen, you could face problems with Chinese immigration. In other words, the recommendation is not to use 24 hour visa free transit if you plan to arrive in Shenzhen airport and then try to reach Hong Kong overland.

Also, you should be aware that Shenzhen airport does not issue 5 days Shenzhen visas on arrival, so even this option is out of the question

To conclude, you should scrap the plan to arrive in Shenzhen airport and after that to proceed to Hong Kong by using 24 hours visa free transit and/or 5 days Shenzhen VOA.

I am sorry to conclude that you will have to obtain a Chinese transit visa in advance if you want to accomplish your plan or to alter your entire itinerary in order that you proceed from a mainland Chinese city/airport toward Hong Kong by plane.

I understand what you mean but my question is more about the 5-day Shenzhen visa which is more about the exit points. I know I have to obtain it at Lo Wu but can I exit from any port in Shenzhen such as Futian Checkpoint, West Kowloon, or Bao'an Airport?

If you enter Shenzhen from Hong Kong and not via Shenzhen airport and obtain 5 day Shenzhen VOA, then you are free to exit Shenzhen by taking any available border crossing and any mean of transport high speed train included. Also, you are allowed to exit Shenzhen by taking a flight from Shenzhen airport, but your flight has to take you directly to another country without any additional landing in mainland China of any kind.
