It is still too early to say transportation card is sold or not at Beijing's airports. There are so much confusion here.
Beijing City is committed to improve conditions of foreign temporary visitors. Handling Yikatongs at the airports are one of the actions needed and it is specifically included the written article about it at China Central Television on March 30, 2024.
Negative aspect of this is that:
There are so many Y-video popular clips showing that nobody working at T3 station filmed between 2023 and early 2024. Even in Japanese Y-video maker's video filmed on April this year, still nobody was present at T3 station desk. Station worker showed up few minutes later in that video to give changes.
For Daxing Airport's confusion, Chinese Y-video maker called Liam is saying service desk is closed, which seems to be a rumour. But Beijing's tourism Y-video channel has a recent video showing Daxing Airport, desk at Daxing Airport subway station still seems to have Yikatong refund service available sign but it is not clearly shown.
Overall, it is better to ask for it at the airport. No give-ups.
