Can my Filipino Domestic Helper get a VOA?

I plan to go with my family to Shenzhen for a short 2 night trip next week through the Shekou Port and hope we can take our Filipino helper with us. She has received a Chinese visa before with another employer but not with us. What is the likelihood she will be rejected at the border?

We applied online for a visa through the Chinese embassy but it seems like 1 week is too short of a processing time for us to receive the visa before we leave.

The citizens of the Philippines are technically and formally eligible for Shenzhen 5 days VOA, but their success rate is not exactly the best. In general, the advise for them is to obtain a Chinese visa in advance because the possibility of rejection is real. On the other hand if you travel by ferry via Shekou and if she already had a Chinese visa granted before and a proof of that is visible in her actual passport and she will travel with you, I would say that the chances are noticeably increased. In other words, you can proceed, but you should be ready to face a negative outcome.
