Within the 15-day visa-free policy, can the travelers visit Xinjiang and Tibet?

To some areas in Xinjiang like Kashgar you need a travel permit and most of the places are open to you, and to Tibet you need a travel permit which can only be got under the help of a China travel agency, which means you must join a group tour to Tibet.
