About:240-Hour Visa-Free Transit

Regarding 240hr Visa policy (JFK-TPE-PEK and then PVG-UBN)

We will depart the United States on October 4 and arrive in Beijing on October 5 at 11:00 AM (routing: New York → Taipei → Beijing, with a transit in Taipei). On October 13 at 8:05 AM, we will depart Shanghai for Ulaanbaatar, Mongolia. Based on this schedule, do we meet the requirements for China’s 240 hour visa free transit?
Additionally, our itinerary includes visits to Beijing, a train journey to Xi’an, and a subsequent flight to Shanghai. Is this movement between cities permitted under the 240-hour visa free transit policy?
