Is the Hutong Card or Yikatong Card available for foreign?

Yes but foreigners should go the the Dongzhimen service center to get one with passport and upgrade it (you can use it only after the upgrade). You can actually use Alipay binding your foreign bank card like Visa and MasterCard for online transportation payment as long as you have a Chinese phone number to register, and you have to do the real name authentication and upload your passport to use the service.

According to CCTV (China Central Television) article on March 30th, 2024, Beijing City local government announced that, they are committed to make things convenient for foreign visitors in their city. The article clearly stated that both airports of Beijing should sell and accept refund Beijing Yikatong for foreigners. All of sales points inside should be selling Yikatong to foreigners after checking customers' passports. Otherwise, they are not meeting Beijing City's guidelines.
