Yes, US citizens are definitely eligible for 5 days Shenzhen VOA and the prices is 130 CNY. It is expected that a payment is done in a cashless form, using your card.
Lo Wu (Luohu) border crossing would be easier because you can easily reach it by train from Hong Kong, but the main problem could be the queues because Lo Wu (Luohu) is by far the most popular place to obtain this visa. Shekou is quite comfortable because the queues ate Shekou visa office are not that long, but the main drawback of Shekou is the fact that it is somewhat distant from Shenzhen city center. I prefer Shekou in any case, but you will decide for yourself.
