Can I apply for visa on arrival in Shenzhen if I am a Philippine passport holder and coming from HK?

Formally, the Philippines citizens are eligible for 5 day Shenzhen VOA. However, recent experience shows that the success rate of Philippines citizens is relatively poor, so you are advised to postpone your trip or to obtain a Chinese visa in advance.
