Hutong Card

So if i am getting it right, i can buy and load a Hutong Card (T CARD) in Beijing, use it both in Shanghai and Beijing and cannot return it (and take the deposit of CNY20) back in no other city except Beijing, Right?
Can i load the same card in Shanghai?
